The negotiated procedure was carried out in the form of confidential, parallel negotiations between the contracting authority and the individual winners of the design competition.

The three teams participating were:

AART a/s, Arkitema K/S, Bascon A/S, COWI A/S, Prof. Niels Ole Finnemann, Peter Dreyer/Seismonaut, Lennart Bjørneborn/Danmarks Biblioteksskole, Hans Peter Kuhn

Mecanoo architecten, Gjørtz, Pank & Partnere A/S and NIRAS

The negotiated procedure took place from September 2008 until February 2009. In an intense proces of dialogue and negotiation all three projects were continously developed throughout the proces.   

The negotiations have been carried out as both central meetings with a joint negotiation group as well as de-centralized meetings in smaller fora focusing on the following themes:

• Architecture, functionality, materials
• Urban space, harbour square, traffic
Theme 2:
• Constructions, foundations
• Technical installations, energy, sustainability, indoor climate
Theme 3:
• Development proces, citizen- and user involvement, CV's and co-operation
• Contract
Theme 4:
• Economy
